MONTREAL —

The decision was made with no warning and was carried out immediately, with Quebec’s transport minister announcing it on Twitter on Thursday afternoonEarlier this month, and an official news release going out more than an hour later.
“Engineers decided to close the bridge for the safety of users,” Minister Fran?ois Bonnardel tweeted at around 3 p.m.
“The teams of [Transport Quebec] are on site. Mitigation measures will be announced shortlyin some ways. I am following the situation closely,” he wrote.
